The NSW Government's Hot Water Upgrade Incentive is open with no closing date. It is delivered as an upfront discount on the installer's quote when an eligible heat pump replaces an existing electric or gas water heater: the government's indicative figures are up to $640 for an electric replacement and up to $330 for a gas replacement, with the actual discount varying by model, location and installer. Federal Small-scale Technology Certificates usually apply to the same job. Since the 12 September 2025 rule changes a minimum customer payment applies on every job, unsolicited door-knocking is banned, and heat pumps must carry at least a 5 year warranty against defects, so the $33 and free offers of 2023 and 2024 no longer exist. The figure that matters is the complete installed price after every incentive, not the headline rebate and not the bare unit price on a retailer's website. As an indicative Sydney guide, a like-for-like swap of an outdoor electric storage tank for a 250 to 330 litre Haier heat pump, fully installed with the NSW Energy Savings Scheme discount and federal STCs already taken off, currently starts from around $2,300 to $2,700 including GST. That includes supply, a licensed plumber, removal of the old tank and the certificate paperwork. What moves a Sydney price up or down
- Gas to heat pump, gas disconnection or capping by a licensed gasfitter, plus a new electrical circuit, so conversions cost more than an electric swap and attract a smaller NSW incentive.
- Indoor or relocated units, a heat pump needs airflow, so an internal laundry cupboard unit usually moves outside, which adds plumbing.
- Switchboard work, an RCD or dedicated circuit if the board is older, confirmed from a photo before you commit.
- Tank size and brand, the single biggest factor. Larger tanks and premium brands cost more; a bigger, more efficient unit can also earn a larger STC discount.
- Access, tight side passages, upper floors, long pipe runs and crane or trolley access on steep Sydney blocks add labour.
- Tempering valves and pressure relief drainage, required on many replacements to meet current plumbing standards.

How the two hot water incentives work in Sydney
Two separate schemes can discount one eligible installation. The NSW Energy Savings Scheme creates certificates when an accredited provider replaces an inefficient water heater with an eligible heat pump; the value is passed to you as a discount on the quote. Federal STCs come from the Small-scale Renewable Energy Scheme: eligible heat pump models create certificates that are usually assigned to the provider for a further upfront discount. Combined, on a typical metro Sydney electric swap the two incentives are commonly worth around $1,000 to $1,300 off the installed price, though the exact figure varies with the model, the certificate prices on the day and your site.

What you will be asked to sign
- A nomination form before installation, which lets the accredited provider create the certificates. Work done before it is signed cannot be incentivised, so never let anyone start first and "sort the paperwork later".
- A quote showing the discount, with the incentives as line items and the total you pay.
- A post-implementation declaration after installation, confirming the old unit was removed and the new one installed, supported by photos taken by the installer.

What size hot water system does a Sydney home need?
Sizing is about how much hot water your household draws in its busiest hour, not just how many people live there. Shower length, baths, back-to-back morning showers, the unit's recovery rate and any timer that limits when it heats all matter. As starting points, not installation recommendations:

Heat pump hot water in Sydney homes: the practical questions
Sydney is close to ideal heat pump territory, but the city's housing stock throws up the same handful of questions on almost every job.
- Narrow blocks and noise. A heat pump runs like a quiet outdoor aircon while it heats. On a duplex or a narrow inner-west or northern-beaches block, put it away from bedroom windows and the neighbour's living area, check the model's rated sound level, and use a timer so it runs in the middle of the day.
- Controlled load tariffs. Many older Sydney electric tanks run on a cheaper off-peak controlled load. A heat pump can stay on that tariff and run overnight, or move to daytime running if you have solar. Ask which is cheaper for your bill, not just which is the default.
- Rooftop solar. With Sydney feed-in tariffs now only a few cents, heating water at midday with your own solar is worth far more than exporting it. A timer set at handover is all it takes.
- Winter. Sydney's coldest mornings are mild by heat pump standards. Efficiency dips a little and most units carry an electric boost element for cold snaps and heavy use.
- Apartments, townhouses and strata. Ground-floor courtyards and balconies with airflow are usually workable; a fully internal cupboard unit is not, without relocating it. Strata consent may be needed for external changes.
- Older switchboards. Federation and interwar homes in the inner suburbs often need an RCD or a dedicated circuit. A photo of the open board settles it before quoting.
